These are DOPT rules, which say:
"Any reserved category candidate who uses any relaxation (age, no. of attempts, marks etc), can't take UR seats, even if he scores more than UR cutoff".
Now question is how & why UP govt & UP courts following different criteria???

आज मुख्यमंत्री जी से ओबीसी आरक्षण के विषय पर प्रतिनिधिमंडल के साथ सार्थक चर्चा हुई। बैठक में 27% ओबीसी आरक्षण की बहाली, 13% होल्ड से प्रभावित अभ्यर्थियों को न्यायसंगत राहत, आवश्यकतानुसार अतिरिक्त पदों के सृजन तथा नए अध्यादेश के माध्यम से प्रभावी समाधान सहित प्रमुख मांगें रखीं।
हमारा उद्देश्य स्पष्ट है—ओबीसी समाज और प्रभावित अभ्यर्थियों को उनका संवैधानिक न्याय मिले। इन मांगों के समाधान के लिए सरकार से ठोस और समयबद्ध कदमों की अपेक्षा है।
जब तक इन मांगों पर न्यायपूर्ण समाधान नहीं निकलता, हमारी आवाज़ और जनआंदोलन की प्रतिबद्धता निरंतर बनी रहेगी।
27% आरक्षण—हमारा अधिकार, न्याय मिलने तक हमारा संकल्प।
