In my research Meluha/ Mleccha was the southern IVC region and Aratta was the North IVC Region known in Rgveda as Sapta Sindhu and today known as the Greater Punjab.
Rgveda has 150 plus mention of the ocean. This is double than the mention of Sarasvati River (Sarsuti - Ghaggar - Hakra - Nara) flowing through Haryana around 75 times.
Thus, Rgveda focus on a maritime culture in the southern Rgvedic lands (Meluha = Mleccha) boardering the southern ocean (Arabian Sea) more than it focus on a riverine culture in the northern Rgvedic lands (Aratta = Sapta Sindhu).
Both Meluha and Aratta are mentioned as eastern lands in the Sumerian texts - one a land of ocean and the other a land of mountains and rivers!
Both are thus referring to the Rgvedic lands to the south and north!
Rgveda in addition also mentions huge ships and boats and huge wealth coming from the four oceans - which in our geography analysis - resolves into the Rann of Kutch (formerly a shallow sea) with seaports like Dholavira (Kushasthali/ Dvaraka), Gulf of Kutch, Gulf of Khambhat and the Arabian Sea.
The work of Nick Collins aligns well here. It reveals that some of the big ships mentioned in the Rgveda might have traded with Sumeria!
