Politico obtained FOIA records and it appears @RepBresnahan either played politics with his government office and blocked the City of Scranton from getting federal police funding or his office is incompetent and bungled it.

PHA is building a model other cities will take from. Building and acquiring mixed income housing that is majority affordable. This project is 75% affordable, 20% market rate and 5% for people who are currently unhoused. This is absolutely the way. We need more of this.
