Thousands of young people are expected to gather in Harare from 4 to 5 November 2026 for the National Youth Empowerment Symposium, a platform aimed at turning youthful potential into practical economic opportunities. Organised by the Ministry of Youth Empowerment, Development and Vocational Training under the theme “Youth Financial Inclusion,” the event seeks to advance skills development, entrepreneurship, innovation and meaningful youth participation in national development. As Zimbabwe pursues NDS2 and Vision 2030, youth empowerment is increasingly important to building a skilled, productive and entrepreneurial population capable of supporting industrialisation and sustainable economic growth. The priority is to ensure that young people gain more than qualifications. They need marketable skills, access to finance, mentorship, business support and opportunities to participate in productive sectors such as agriculture, manufacturing, mining, construction, tourism and technology. President Emmerson Mnangagwa’s philosophy of leaving no one and no place behind reinforces the need to extend these opportunities to young people across the country, including rural communities, marginalised areas and persons with disabilities. The symposium also provides an opportunity to strengthen youth participation in policymaking and implementation, recognising young people as active partners in shaping the country’s future. Meanwhile, Zimbabwe’s bid with Zambia to host the 2027 YouthConnekt Africa Summit presents an opportunity to expand continental partnerships, showcase local innovations and connect young entrepreneurs with investors and new markets. Investing in young people is investing in Zimbabwe’s productive capacity, economic resilience and future prosperity. #Vision2030

TURNING PREPAREDNESS INTO HARVESTED PROSPERITY Zimbabwe’s proactive procurement of maize seed and top-dressing fertiliser for the Pfumvudza/Intwasa program exemplifies a government that places the welfare and food security of its people first. By combining early input distribution, climate-smart farming mandates, and robust agricultural planning, the nation is well-positioned to weather potential El Niño challenges. Under the visionary leadership of His Excellency President Emmerson Mnangagwa, these coordinated interventions bridge immediate seasonal preparation with the long-term developmental targets of NDS2 and Vision 2030. The ultimate measure of this success will be seen in flourishing fields, empowered farming communities, and sustained national food abundance. #PfumvudzaIntwasa #ElNinoPreparedness

EMPOWERING FARMERS AND TRANSFORMING RURAL LIVELIHOODS Agriculture is the bedrock of Zimbabwe’s economy, driving rural industrialization, employment, and poverty eradication. The Government’s massive mobilization of inputs targeting up to five plots per household where capacity permits demonstrates a steadfast commitment to grassroots economic empowerment. When smallholder farmers receive adequate seed, fertiliser, and technical guidance, they transition from subsistence farming to commercial surplus production. This grassroots productivity generates wealth at the community level, stimulates local agro-processing supply chains, and uplifts rural livelihoods across the nation.

DRIVING SUSTAINABLE AGRICULTURAL SUCCESS The climate-proofed Presidential Input Scheme has transformed Zimbabwean agriculture by anchoring production in sustainable, conservation farming practices. Targeting three million rural households alongside a dedicated peri-urban component for 500,000 beneficiaries ensures that agricultural productivity is scaled across every available space. By mandating the inclusion of traditional grains within standard input packages, the program actively reduces rural households' exposure to drought related crop losses. This structured approach not only strengthens household food supplies but also builds long-term agrarian resilience, directly supporting the rural development objectives outlined in NDS2.

PROACTIVE PLANNING Proactive planning is the cornerstone of effective national food security, especially when facing unpredictable weather patterns like a forecast El Niño. By securing maize seed and top-dressing fertiliser well ahead of the summer season, the Government is eliminating traditional delays and ensuring that farmers are equipped for success before the rains arrive. With about 45 percent of required basal fertiliser already distributed and millions of plots prepared across the country, the Second Republic is translating policy commitments into tangible, ground level support. Early availability of inputs empowers smallholder farmers to plant on time, optimize their yields, and maintain consistent food production regardless of external climatic pressures. #NyikaInovakwaNeveneVayo #EDtheGameChanger #NDS2

VALUE ADDITION, INDUSTRIALISATION AND EMPLOYMENT CREATION MUST DRIVE ECONOMIC TRANSFORMATION Zimbabwe's development ambitions require a stronger transition from the export of primary commodities towards domestic processing, manufacturing and higher-value production. The Ministry of Finance's 2026 National Budget projected real GDP growth of 5% and identified mining, financial services, agriculture and manufacturing among the contributors to economic performance. The July 2026 Mid-Term Review subsequently projected gold production of 55.6 tonnes and reported increased lithium exports, highlighting the strategic importance of the country's mineral resources. The 2027 Budget continues to build on these opportunities by encouraging mineral beneficiation, agricultural processing, manufacturing, technology adoption and the development of competitive domestic supply chains. Tax measures and investment incentives are being assessed against their capacity to stimulate new production, transfer skills, expand exports and create sustainable employment. Young people are benefiting from stronger vocational training, technical education, entrepreneurship support and improved access to finance for viable businesses. President Mnangagwa's emphasis on industrialisation, investment and the Zimbabwe is Open for Business principle provides a policy basis for mobilising private capital and strengthening economic partnerships. Therefore, the 2027 Budget is going to focus on measurable productive outcomes: more goods manufactured locally, greater value retained within Zimbabwe, stronger export earnings and jobs that improve household incomes. #Vision20230

INFRASTRUCTURE, ENERGY AND WATER INVESTMENT MUST UNLOCK PRODUCTIVE CAPACITY Infrastructure development continues to receive strategic attention in 2027 because reliable transport, electricity, water and digital connectivity are essential for a competitive economy. In its July 2026 review, the Ministry of Finance reported continued investment in roads, ICT, housing, water and sanitation, alongside progress in electricity generation and the drilling of hundreds of boreholes under the Presidential Rural Development Programme. During the first half of 2026, Government also allocated ZiG27.2 billion to health, education and social protection programmes, demonstrating the importance of connecting infrastructure development with improvements in people's welfare. The 2027 Budget is about building on these interventions by prioritising projects according to their economic returns, social impact and readiness for implementation. Completing existing projects takes precedence over launching new commitments that remain unfinished. Investments in electricity generation and distribution is being supported by industrial production, mining, agriculture and small businesses, while road rehabilitation is reducing transport costs and improving access to markets. Water infrastructure is simultaneously supporting irrigation, public health and rural development. In line with Vision 2030, all these major infrastructure allocations have transparent implementation milestones and measurable outcomes, which ensures that public expenditure creates productive assets rather than merely increasing the number of announced projects.

AGRICULTURE, FOOD SECURITY AND CLIMATE RESILIENCE MUST REMAIN NATIONAL PRIORITIES Agriculture remains a central pillar of the 2027 Budget since food security, rural incomes, manufacturing inputs and export performance are closely connected to agricultural productivity. The Ministry of Finance's July 2026 review projected an agricultural sector growth of 6.9% and reported an estimated grain harvest of 2.4 million metric tonnes. These figures demonstrate the importance of sustaining agricultural investment while protecting the economy against future weather-related shocks especially taking into cognisance the impending Elnino. The 2027 Budget continues supporting irrigation development, water harvesting, mechanisation, access to quality seed and fertiliser, extension services, agricultural research and climate-smart farming. Attention is being given to the rehabilitation of irrigation infrastructure and the expansion of productive land supported by reliable water supplies. The Government is also strengthening agricultural value chains so that increased production translates into agro-processing, rural employment, export earnings and greater participation by smallholder farmers. President Mnangagwa's agricultural transformation agenda can be advanced through policies that reduce dependence on rainfall, improve productivity per hectare and expand opportunities for farmers to participate in commercial agriculture. These interventions will support the objectives of NDS2 while strengthening national food sovereignty and resilience against droughts and other climate-related disruptions. #NDS2 #EDWORKS #EDtheGameChanger #NyikaInovakwaNeveneVayo

MACROECONOMIC STABILITY MUST BECOME A FOUNDATION FOR SUSTAINABLE PROSPERITY The Ministry of Finance reported that average annual inflation during the first six months of 2026 was 4.2%, while the economy was projected to grow by 5% for the year. These figures provide an important basis for policy continuity. The 2027 Budget therefore promises to preserve prudent cash budgeting, strengthen domestic revenue mobilisation and avoid expenditure commitments that cannot be sustainably financed. Government also continue improving the predictability of the operating environment for businesses, investors and manufacturers. President Mnangagwa's development agenda, anchored in economic transformation, investment mobilisation and the national aspiration of “Leaving No One and No Place Behind,” requires stability that supports productive activity rather than merely favourable headline indicators. The policy objective is to convert macroeconomic gains into increased industrial output, formal employment, domestic savings and improved living standards. #LeavingNoOneAndNoPlaceBehind #Vision2030 #EDtheGameChanger

2027 PRE-BUDGET SEMINAR: CONSOLIDATING 2026 BUDGET PRIORITIES FOR THE REALISATION OF VISION 2030 Zimbabwe's 2027 Pre-Budget Seminar presents a strategic opportunity for the Government, Parliament, economic policymakers and other stakeholders to determine how the country can consolidate the development priorities established in the 2026 National Budget and accelerate progress towards Vision 2030. Under the leadership of His Excellency President Emmerson Dambudzo Mnangagwa, the Government's National Development Strategy 2 (NDS2), covering 2026–2030, provides the medium-term framework for transforming the economy, expanding productive capacity and improving citizens' livelihoods. The Ministry of Finance's 2026 Mid-Term Budget and Economic Review, presented on 30 July 2026, reported that economic growth was projected at 5% for 2026, following reported growth of 8.3% in 2025, while average annual inflation during the first half of 2026 stood at 4.2%. These indicators provide a basis for assessing economic performance and identifying priorities requiring sustained investment. Thus, the central task for the 2027 Budget is to translate macroeconomic stability into stronger production, employment creation, infrastructure development and improved public services. The decisions made during the pre-budget process must therefore reinforce the implementation of NDS2 and maintain a clear trajectory towards the national ambition of achieving an upper-middle-income status by 2030. #NyikaInovakwaNeveneVayo #Vision2030 #EDtheGameChanger

"OUR STUDENTS ARE THE TRUE AMBASSADORS OF ZIMBABWE" —PRESIDENT MNANGAGWA From the official media X handle of His Excellency President Cde Dr E.D. Mnangagwa: "It is always a pleasure to meet and interact with the brilliant young minds representing our great nation abroad. Yesterday, while in Russia for the third Russia-Africa Summit, I took the opportunity to continue our tradition of engaging with Zimbabwean students studying away from home. Our students are the true ambassadors of Zimbabwe. During our heartfelt exchange at the Embassy in Moscow, I was deeply impressed by their dedication to academic excellence, especially in critical fields like engineering, medicine, science, and cutting-edge technology. We had an open and constructive discussion where they raised important points regarding mutual recognition of qualifications, safety, and the availability of funds to propel start-ups. I reassured them that the Second Republic remains fully committed to supporting their welfare and creating a thriving environment for them. As we march towards achieving an empowered, upper-middle-income society through Vision 2030, our goal is to integrate these highly skilled young specialists directly into our local production value chains. I urged them to focus on their studies, absorb global innovations, and ultimately bring that knowledge back home to build the Zimbabwe we all want." #EDtheGameChanger #NDS2 #NyikaInovakwaNeveneVayo
