NUDIPU CEO calls for equitable access to assistive technology and rehabilitation services at the 2026 World Health Summit in Berlin
Ms. @EstherKyozira , CEO @NUDIPU, participating in the World Health summit in Berlin, highlighted the transformative role of assistive technology in promoting independence, inclusion, education, employment, and improved quality of life for persons with disabilities.
She emphasised that many Ugandans still face barriers, including high costs of assistive products, limited skilled personnel, inadequate financing, and insufficient assessment, repair, and maintenance services.
Ms. Kyozira highlighted Uganda’s progress, including the National Rehabilitation and Assistive Technology Strategic Plan 2025–2030, launched in May 2026, and acknowledged the contribution of civil society and organisations of persons with disabilities in advancing inclusive policies and services.
She called on governments, donors, and development partners to invest in affordable assistive products, skilled personnel, decentralised services, sustainable financing, and comprehensive support systems. She further stressed the importance of involving organisations of persons with disabilities in decision-making, budgeting, implementation, and monitoring.
Urging countries to translate global commitments into practical action, she underscored the principle “Nothing about us without us.”
She concluded that assistive technology is not charity or an optional extra, but a right and an investment in human potential, with success measured by meaningful participation and improved lives.
The theme for this years summit is: From Crisis to Resilience: Innovating for Health.

Strengthening disability representation in decision-making
With support from the Royal Danish Embassy in Kampala and its partners the Netherlands, Ireland, and Sweden, NUDIPU has organised a one-day engagement with representatives of persons with disabilities serving on statutory bodies, boards, commissions, councils, and other decision-making structures.
The engagement aims to strengthen participants’ capacity to champion disability inclusion and ensure that the voices and priorities of persons with disabilities are reflected in policies, programmes, and decisions.
Key focus areas include:
✅ Enhancing understanding of government policies, programmes, and opportunities for persons with disabilities.
✅ Strengthening advocacy for inclusive planning, budgeting, implementation, and monitoring.
✅ Equipping representatives to support their constituents in accessing social services, livelihood opportunities, and government empowerment programmes.
✅ Identifying key advocacy priorities, agreeing on follow-up actions, and gathering feedback from representatives of Organisations of Persons with Disabilities (OPDs).
Through this engagement, NUDIPU continues to promote meaningful representation, inclusive governance, and accountability to ensure that persons with disabilities actively participate in decisions that affect their lives.

🎓 Addressing barriers to disability inclusion in universities
Inclusive higher education remains a challenge for many students with disabilities. Key barriers include:
🔹 Limited reasonable accommodation: Students, particularly those with hearing impairments, often bear the cost of sign language interpreters. Universities must take greater responsibility for providing these essential support services.
🔹 Inaccessible infrastructure: Older university buildings, classrooms and facilities continue to limit access and participation for students with physical disabilities.
🔹 Low enrolment across disability categories: More inclusive admission policies, stronger support systems and targeted outreach are needed to increase enrolment and retention.
🔹 Inadequate disability-inclusive budgeting: Universities must allocate sufficient resources for accessible infrastructure, assistive devices, inclusive learning materials and reasonable accommodation.
Disability inclusion in higher education must go beyond admission. Universities need to create accessible learning environments where every student can participate, learn and thrive on an equal basis with others.

NUDIPU and Light for the World engage youth with disabilities in community dialogue in Isingiro
@NUDIPU, in collaboration with Light for the World, mobilised a community dialogue in Isingiro District to engage young people with disabilities, leaders and other stakeholders on issues affecting their participation, livelihoods and access to opportunities.
Bineobwengye Harriet Fatuma, Chairperson of Isingiro District Union, called on the business community to provide employment opportunities to persons with disabilities based on their abilities and qualifications rather than pity. She emphasized that persons with disabilities are capable and qualified to contribute meaningfully when given opportunities.
She also encouraged persons with disabilities to actively seek government programmes such as the National Special Grant, Emyooga and the Parish Development Model (PDM), which can provide capital to strengthen businesses, generate income and promote independent living.
The Resident District Commissioner (RDC) for Isingiro, Kato Louis, acknowledged concerns about local leaders allegedly exploiting funds intended for beneficiaries, including persons with disabilities. He pledged to work with relevant leaders to address these challenges and ensure that eligible beneficiaries receive the funds to which they are entitled.
The dialogue also provided an opportunity for youth advocates under the Social Behavioural Change Campaign implemented by NUDIPU and Light for the World to directly engage leaders and seek information on government programmes and opportunities. The engagement, led by Light for the World's Documentation Officer, Tonny Mulenzi, enabled young people with disabilities to obtain first-hand information and raise issues affecting their independence and livelihoods.
Youth advocates, including Fabio Gumushabe and Caroline Nyamwiza, shared their experiences and aspirations. Caroline, who is passionate about baking, highlighted the need for additional support to grow her business. She was encouraged to apply for the National Special Grant and Emyooga and to join an enterprise group to improve her access to available funding opportunities.
NUDIPU also highlighted the inspiring example of Evelyn Kyomuhendo, a visually impaired young woman who earns a living through tailoring. Her story demonstrates that disability should not define a person's potential. Communities are encouraged to focus on people's abilities and provide opportunities for them to thrive.
Ms Lillian Kababoopi, Team Leader at Action on Women and Youth for Development in Isingiro, appreciated NUDIPU's efforts to strengthen their capacity and influence how they implement their activities.
She noted that the strategic partnership has been an eye-opener, particularly in ensuring that young people with disabilities are deliberately included in community programmes and activities.
The dialogue reaffirmed the importance of access to information, inclusive economic opportunities, accountable leadership, and meaningful participation of youth with disabilities in development programs.

Project participant testmonies under the Advancing Inclusion of Persons with Disabilities in Social Services and Decision Making processes in Uganda
Meet Nyamugisha Scovia, a District Union Member in Pakwach.
Nyamugisha Scovia, a member of the Pakwach District Union of Persons with Disabilities, shares that her leadership role in the District Union has helped her access information and opportunities under government programs. She notes that without her involvement in the Union, it would have been difficult for local government officials to identify and support her to access funds under the Parish Development Model (PDM).
However, Scovia says significant challenges remain, as many persons with disabilities still do not know where to start or who to approach to benefit from government programmes. She calls on leaders to follow the established procedures, ensure transparency, and deliberately consider persons with disabilities when implementing government programmes.
Through NUDIPU’s presence in the district and its Advancing Inclusion of Persons with Disabilities in Social Service and Decision-Making Processes in Uganda project, persons with disabilities are increasingly gaining access to information and support to tap into government programmes and services.
Stories like Scovia’s demonstrate how empowering persons with disabilities with information, strengthening their participation in decision-making, and linking them to duty bearers can help bridge the gap between government programmes and the people they are intended to serve.
