OPEN LETTER FROM RWANDAN REFUGEES AROUND THE WORLD AND RWANDANS LIVING ABROAD
⚖️ URGENT CALL FOR JUSTICE FOR ROBERT KABERA AND AN END TO KILLINGS, ABDUCTIONS, AND INTIMIDATION TARGETING RWANDAN REFUGEES IN EAST AFRICA
We, #Rwandanrefugees around the world and Rwandans living abroad, urgently call on the relevant authorities, international human rights organizations, the United Nations, and other concerned institutions to take immediate action to ensure justice for Robert Kabera and protect Rwandan refugees facing threats to their safety and lives in East Africa.
We are deeply concerned about reports of killings, abductions, and intimidation targeting Rwandan refugees in the region. These acts must be investigated, and every effort must be made to prevent further harm and protect those at risk.
We demand justice for #RobertKabera. We call for a prompt, independent, and impartial investigation into his case, the establishment of the truth, and appropriate action in accordance with the law.
We also urge the relevant authorities to take immediate and effective measures to protect Rwandan refugees, prevent further violence, and ensure that those responsible for any criminal acts are held accountable through fair legal processes.
No refugee should be forced to live in fear of being killed, abducted, threatened, or persecuted. Every human being deserves dignity, security, and protection under the law, regardless of nationality or political background.
This open letter is a collective call for justice, accountability, respect for human rights, and the protection of vulnerable refugees. We urge the international community not to ignore the concerns of Rwandan refugees in East Africa.

Mu ibaruwa ifunguye yo ku wa 20 Ukwakira 2026, impunzi z'Abanyarwanda n'abandi Banyarwanda baba mu mahanga, mu bihugu bitandukanye byo muri Afurika, Uburayi, Amerika na Oseyaniya, basabye ko hakorwa iperereza ryimbitse ku rupfu rwa Kabera Robert, impunzi y'Umunyarwanda yari ituye i Kampala muri Uganda, wari uzwiho kunenga ubutegetsi bwa Perezida Paul Kagame.
Nk'uko bigaragara muri iyo baruwa, Kabera Robert yasanzwe yapfuye hafi y'aho yari atuye, amakuru bagejejweho akaba avuga ko umurambo we wari waciwe umutwe.
Abashyize umukono kuri iyo baruwa bagaragaza impungenge zikomeye ku mutekano w'impunzi z'Abanyarwanda, bavuga kandi ko hari impunzi z’Abanyarwanda zikomeje guhura n'iterabwoba, gushimutwa, kuburirwa irengero ndetse n'ubwicanyi mu bihugu zahungiyemo.
Baributsa ko umuryango Human Rights Watch, muri raporo wasohoye mu 2023, wagaragaje ibirego n'ibikorwa by'ihohoterwa byibasira Abanyarwanda baba mu buhungiro, birimo gushimutwa, kuburirwa irengero n'ubwicanyi.
Dore ibyo basaba byihutirwa:
1. Guverinoma ya Uganda: Gukora iperereza ryigenga, ryimbitse kandi rinyuze mu mucyo ku rupfu rwa Kabera Robert, kumenya ababa baragize uruhare mu rupfu rwe no kubashyikiriza ubutabera.
2. Ishami ry'Umuryango w'Abibumbye ryita ku mpunzi (HCR): Guhita rishyiriraho ingamba zo kubarinda umugore n'abana ba Kabera Robert, kongera umutekano w'impunzi z'Abanyarwanda zugarijwe n'iterabwoba no gufasha iziri mu kaga gakomeye kubona ubuhungiro mu bindi bihugu, igihe bibaye ngombwa kandi bishoboka.
3. Abayobozi b'ibihugu bya Afurika y'Iburasirazuba n'Umuryango wa Afurika Yunze Ubumwe (AU): Gukumira ibikorwa byo gutera ubwoba, gushimuta no gutoteza impunzi, no kwirinda ko ibihugu byabo byakoreshwa mu bikorwa nk'ibyo.
4. Umuryango mpuzamahanga: Gukurikirana no gukora iperereza ku birego by'ihohoterwa rikorerwa Abanyarwanda bari mu buhungiro, no gufata ingamba zifatika zo kubarinda.
Abanditse iyo baruwa basaba kandi ko mu iperereza ku rupfu rwa Kabera Robert hasuzumwa ibimenyetso byose bifatika, harimo no kureba niba urupfu rwe rushobora kuba rufitanye isano n'ibitekerezo bye bya politiki, ariko hatagize uwo bashinja mbere y'uko ukuri kumenyekana.

I keep thinking about the people who warned that their lives were in danger and were killed anyway.
That is why I am speaking up now.
I am BadRama of BADRAMA TV. I live in the United States. I have publicly described threats against my life because of my criticism of Kagame’s government. I am asking @realDonaldTrump @WhiteHouse @FBI and @SecRubio to help me get those threats investigated and get the protection I need.
Robert Kabera’s beheading in Uganda has shaken me. When you have received threats yourself, news like that stays with you. You wonder whether people understand how frightened you are, or whether they think being far from Rwanda makes you safe.
Please don’t make that assumption about me.
Human Rights Watch has documented how Rwanda’s government and its proxies pursue critics abroad. I cannot investigate the people I fear. I cannot establish on my own how far their connections reach. I need help from authorities who can.
@FBI @FBIPhoenix @TheJusticeDept, please arrange a confidential conversation with me. Examine what I have reported, assess the danger and help work out how to keep me safe. Investigate anyone who may be planning or assisting violence against me.

Live from Geneva, at the 146th session of the UN Human Rights Committee (CCPR), which is examining Rwanda’s compliance with the International Covenant on Civil and Political Rights today.
Numerous questions have been raised, including:
The enforced disappearance of poet Innocent Bahati, who has been missing since 7 February 2021.
The fate of lawyer Donat Mutunzi, who went missing in early April 2018, before the Rwandan police announced his “suicide” in detention.
The findings of the UN Mapping Report and the massacres of Hutu refugees. The UN Mapping Report documented serious violations of international human rights and humanitarian law committed in the Democratic Republic of the Congo between 1993 and 2003. The mapping exercise was conducted under the auspices of the UN Office of the High Commissioner for Human Rights, then headed by Navanethem “Navi” Pillay, who was just awarded the 2026 Nobel Peace Prize for her efforts to promote peace and international law.
Another Nobel Peace Prize laureate, Dr Denis Mukwege, has long been calling for the UN Mapping Report to be taken out of the drawers of the United Nations and for its findings to finally be acted upon.
Questions have been raised about the report’s findings and the massacres of Hutu refugees. Rwanda’s Minister of Justice, who heads the Rwandan delegation, has been asked to explain his government’s position and the steps taken in response to these allegations.

The minister of Justice’s incredible response on the case of Bahati, who has been missing since February 7, 2021 over 5 years ago:
“The investigation is still fully open. The case is still ongoing.”
Regarding Mutunzi, the minister claims it was a suicide in prison. He says that in such cases, when someone dies, the report is shared with their family.
He invited members of the comitee to share any information they might have before concluding :
« Suicides happen everywhere. Governments must take measures to minimize deaths by suicide in prisons. If you wish, we can publish reports on suicides in prisons in Rwanda and elsewhere. »
