Replying to @Min_FAHD
@Min_FAHD @Dept_of_AHD Objections in the draft for Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026, which appeared in the Gazette of India on 6 October 2026 with following three specific provisions:- 1. Rule 11(3): This rule allows mild and moderate experiments on all species to be cleared by a lab's own ethics committee. Rule 11(4) requires only that this committee report to CCSEA, not that it seek CCSEA's approval. The current requirement under CPCSEA procedures, that CCSEA must directly approve experiments on animals larger than rodents and rabbits, should be preserved. 2. Rule 21(2): Under this rule, labs would be able to procure livestock, farm animals, fish, and birds from open markets or unregistered sources, needing only their own committee's approval. The 2006 amendment to the current rules requires that any non-registered source be approved in writing by a competent legal authority. This safeguard should not be removed, and buying animals from open markets should not be allowed. 3. Rule 5(3): The draft says stray and feral animals cannot be used in experiments, but then allows a "competent authority" to override this. The term "competent authority" is not defined anywhere in the draft rules. An exception that can be granted by an unidentified authority provides no real protection and should be deleted. Please withdraw this draft and carry out wider consultation before finalising any replacement to the 1998 Rules. A clause-by-clause comparison with the 1998 Rules should also be made publicly available. Kindly confirm receipt of this objection. @rashtrapatibhvn @narendramodi @PMOIndia @BJP4India

I have written to Union Minister of Fisheries, Animal Husbandry and Dairying Thiru.@LalanSingh_1 urging him to review and withdraw the proposed Prevention of Cruelty to Animals Rules, 2026, in their current form. Diluting independent oversight, weakening safeguards and permitting broader exemptions for animal experimentation raise serious concerns. India must strengthen ethical research, protect animals and accelerate alternatives to animal testing. Science must advance with compassion, accountability and transparency. @mkstalin @Udhaystalin @arivalayam @dmk_youthwing @DMKITwing @dmksdwing @DMK_Chennai

I would appeal to all to oppose the Draft Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026. The draft rules, circulated by the Centre, will allow capture and use of wild animals—including endangered or protected Show More species under vague "scientific justification”. The draft rules also permit experiments on community and free-ranging stray dogs and cats. The rules also accommodate extreme procedures, like electric shocks, prolonged isolation of animals like dogs and monkeys and induced tumors Animal lovers have opposed this. PETA India has demanded withdrawal of these draft rules. One thing is clear. Change in animal lab testing rules will encourage cruelty to animals. If ethics panel gets the powers for granting approval to such lab experiments, nobody can stop it. During lab tests, animals undergo insufferable pain, but they cannot express it like humans. Rabbits, rats, monkeys and dogs are kept in small cages in labs, they are given needle pricks regularly. Since they are animals, no consent can be taken. The ideal condition is: use of animals in lab trials must be kept to the bare minimum and care must be taken that the animals do not suffer pain. As far as possible, non-animal testing should replace animal testing, but the new draft rules will put the clock back. In many countries animal testing is difficult and costly, and India may be used as the place at cheap costs. This is dangerous. We should register our objections over these new draft rules. Since November 5 is the deadline, I would appeal to all to scan the relevant QR code to register your objections.

For everyone who believes in protecting animal rights: Very glad to see mainstream media cover this issue - proposed changes in the rules are very worrying - they will make it even more easy to use animals in testing - this is absolutely not ok, it’s the opposite direction to where a progressing India should go! Please watch the clip, scan the QR code at the end and send in your objections. Govt is asking for inputs till 5th November. @narendramodi @PMOIndia Viksit Bharat must include higher protection for our animals too. Thank you @RajatSharmaLive for giving this media attention.
